Since October 1, 2026, the Rénoclimat program has a new component: Adaptation. It helps Quebec homeowners pay for certain work that prevents water from entering the home, before damage occurs.
The component offers two pathways. The simplified pathway reimburses from 700 $ to 1,000 $ per measure, such as a backwater valve or a submersible pump with battery. The accompanied pathway can go up to 35,000 $, but only for homes located in a recognized flood zone.
Whether you are in Montreal, Longueuil or elsewhere on the South Shore, the first question is not «how much can I get?». It is rather: «where is the water threatening my basement coming from?»
Are you planning work to protect your basement? Start by identifying the type of risk your home is exposed to.
What is the Adaptation component of Rénoclimat?
On June 8, 2026, the Government of Quebec announced, in Longueuil, an investment of 425 M$ over five years to help homeowners protect their homes against flooding.
This money goes through the Rénoclimat – Adaptation component, in effect since October 1, 2026. It is in addition to the Energy Efficiency component, which funds insulation, windows and other measures.
The goal is simple: make homes more resilient to water. The component targets primary residences and multi-unit residential buildings (IRLM).
Preventive assistance, not compensation after a disaster
Rénoclimat Adaptation funds prevention work. It is not compensation for damage that has already occurred.
If your home was affected by a flood recognized as an eligible disaster, it is rather the General Financial Assistance Program during Disasters, from the Ministry of Public Security, that could apply, according to its own criteria. Your insurer also remains the first point of contact for damage.
However, after damage, the Adaptation component can be used to prevent it from happening again.
Why is this assistance arriving now?
Because the bill for extreme rainfall is exploding in Quebec. The remnants of storm Debby, in August 2024, caused approximately 2.8 G$ in insured damages according to CatIQ's final estimate. It is the costliest climate event in Quebec's history.
Then, on June 20 and 21, 2026, thunderstorms poured 100 to 170 mm of rain on the West Island of Montreal. CatIQ is now evaluating the insured damages of this episode and the sectors south of the metropolis at 442 M$.
According to CatIQ, insured losses related to flooding and water damage have jumped by more than 300 % in 20 years compared to the two previous decades. Intense rainfall is no longer the exception.
How much can Rénoclimat Adaptation reimburse you?
By adding up all the measures in the component, the theoretical maximum is 38,500 $ per dwelling : 2,500 $ for the simplified pathway, 1,000 $ for the diagnosis and 35,000 $ for complex work.
This amount is not automatic. It assumes a house in a recognized flood zone, a diagnosis, and enough eligible expenses to reach each cap.
| Measure | Maximum assistance | Pathway | Main condition |
| Submersible pump with battery | 1 000 $ | Simplified | Primary residence or IRLM |
| Backwater valve | 700 $ | Simplified | Primary residence or IRLM |
| Removable flood barrier (purchase) | 800 $ | Simplified | Primary residence or IRLM |
| Climate resilience diagnosis | 1 000 $ | Accompanied | Mandatory, recognized flood zone |
| Complex adaptation work | $35,000 or 75% of eligible expenses before taxes | Accompanied | Recognized flood zone + assessment |

Simplified pathway measures
The simplified pathway provides more direct access to three preventive measures. They aim to reduce the risk of water accumulation and infiltration.
These are targeted and relatively affordable measures. For many homeowners on the South Shore or in Montreal who are not in a flood zone, this is the part of the program that actually concerns them.
Backwater valve: up to $700
The backwater valve is installed on the basement drainage piping. When the municipal sewer overflows during a heavy storm, it prevents wastewater from backing up into the house through the floor drain, toilet or shower.
It is a protection against sewer backup. It does not address water entering through a foundation crack or a basement window.
In Montreal, regulation 11-010 requires valves on basement plumbing fixtures in several situations, and requires that they be accessible and maintained twice a year. Also check your municipality's regulation.
Sump pump with battery and flood barrier
A submersible pump (or sump pump) evacuates water accumulated in the pit. The problem: during a violent storm, power often goes out. During the June 2026 floods, more than 20,000 addresses in the West Island were left without electricity.
That is where the backup battery makes the difference. It keeps the pump running when it is most needed.
The flood barrier is a removable barrier installed in front of a door, garage entrance or low opening when water rises. Its usefulness depends greatly on the configuration of your property.
The accompanied pathway: up to $35,000
The accompanied pathway is reserved for homes located in a recognized flood zone. It must begin with a climate resilience assessment, reimbursed up to $1,000.
This assessment, carried out by a professional recognized by the Ministry, determines the appropriate interventions. As of October 6, 2026, Québec.ca indicates that the list of these professionals is still being prepared.
Eligible work includes foundation protection, sealing of openings, resilient redesign, modification of mechanical, electrical and plumbing systems, resilient materials, water capture and raising of the building.
The assistance covers up to 75% of eligible expenses before taxes, for a maximum of $35,000.
What work can protect a house against flooding?
Not all solutions address the same problem. They can be classified into three families:
- Plumbing : backwater valve, against sewer backup.
- Drainage: French drain, sump pit, pump, to manage water around and under the house.
- Building envelope: waterproofing of foundations, sealing of openings, to prevent water from passing through the walls.
The right sequence is assessment first, work second. Funding comes after, depending on what is eligible in your pathway.
Sealing and waterproofing of foundations
Waterproofing consists of excavating around the foundation, repairing cracks, then installing a membrane (elastomeric or dimpled) on the exterior side. Weak points are also treated: pipe outlets, basement windows, joints.
A water-repellent coating applied alone offers more limited protection than a true membrane. And a well-sealed foundation does not compensate for a clogged drain or a yard that directs water toward the house.
Good to know: when the foundation is excavated, it is often the right time to add rigid insulation on the exterior. This measure may qualify for the «Foundation insulation» assistance under the Energy Efficiency component (up to $2,500 for a house), if it meets the criteria.
French drain and water capture
The French drain is a perforated pipe placed at the foot of the foundation, in clean stone. It captures water from the soil and directs it to the sump pit or storm sewer.
It becomes relevant when water infiltrates through the walls or slab, when the existing drain is clogged or crushed, or when the water table rises in spring. On houses from the 1960s and 1970s, it is not uncommon to find an original drain at the end of its life.
A French drain does not prevent all flooding. It does not protect against sewer backup or river flooding. Hence the importance of properly identifying the cause before excavating.
Resilient basement redesign
A resilient basement is a basement designed to absorb water damage without losing everything. Floor that tolerates moisture, lower walls in resistant materials, raised electrical outlets, mechanical equipment installed higher up.
In a basement renovation, these choices are made at the design stage, not after the next storm. It is also the best time to coordinate waterproofing, drainage and plumbing.

Simplified or accompanied pathway: which one matches your home?
| Your situation | Likely pathway | Diagnostic required? | First step |
| House outside flood zone, fear of backflow | Simplified | No | Have the basement plumbing checked |
| House outside zone, sump pit without battery | Simplified | No | Assess the pump and backup power supply |
| House in a recognized flood zone | Accompanied (+ simplified possible) | Yes | Confirm the zone, then the diagnostic |
| Water already entered the basement, cause unknown | To be determined | Depending on the zone | Have the source of the water identified |
If you mainly want to prevent backflow
The simplified pathway is made for you. A properly installed backwater valve and a pump with battery cover the two most common scenarios in urban areas: the sewer overflowing and a power outage during the storm.
If your property is in a recognized flood zone
First confirm the status of your address. Then, the climate resilience diagnostic opens the door to complex work under the accompanied pathway, such as protecting the foundations or raising the equipment.
If you have already had water in the basement
Do not assume the source. A sewer backflow, infiltration through the foundation, runoff from the land and a failing French drain leave different traces.
Before spending, have the basement assessed by a professional. Installing a valve when the real problem is a foundation crack means paying for nothing.
Am I eligible if I am in Montreal or on the South Shore?
Your city does not determine your eligibility. The simplified pathway targets primary residences and IRLMs, regardless of their location. The accompanied pathway, however, depends on the official status of your property.
Two types of risk must be distinguished. Fluvial risk is the overflow of a watercourse in a mapped flood zone. Pluvial risk is the sewer and land overwhelmed by intense rain, which can happen almost anywhere.
The June 2026 floods in the West Island were mainly pluvial flooding and sewer backflows. Many of the affected homes are therefore not in a recognized flood zone.
Check the flood zone of your property
The Government of Quebec offers an interactive map on Québec.ca to check whether a property is in a flood zone. Simply enter the address or lot number.
The next-generation mapping from the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) has been released gradually since spring 2026. Elsewhere, the old maps are still in use, available from the municipality or the MRC.
Before counting on the accompanied pathway, confirm with Rénoclimat customer service that your zone is recognized for the program.
Why Greater Montreal deserves particular attention
Greater Montreal combines several risk factors: basements finished almost everywhere, an often aging sewer system, riverside areas of the St. Lawrence and rivers, and more frequent episodes of intense rain.
In Longueuil and Montérégie, many bungalows have finished basements and original drains. A single storm can turn a family room into a construction site.
How much does protecting a basement against flooding cost?
The prices below are estimates for the Quebec market, not rates set by the government. Every house is different: foundation depth, access, soil type, features to demolish.
- Waterproofing + French drain: approximately 150 $ to 350 $ per linear foot, according to market data observed in 2026.
- Calculation example: a bungalow with a perimeter of 100 to 120 linear ft gives an order of magnitude of 15,000 $ (100 ft × 150 $) to 42,000 $ (120 ft × 350 $).
- Backwater valve: from a few hundred to a few thousand dollars depending on access. An easily accessible valve costs significantly less than a valve that requires breaking the basement slab. The market data provided mention approximately 800 $ to 4,500 $.
In Montreal, the municipal RénoPlex program can also subsidize the installation of valves for houses and buildings with 5 dwellings or fewer. Check the stacking rules before counting on two forms of assistance for the same measure.

Maximum subsidy vs actual project cost
Assistance of 700 $ for a valve does not mean the valve costs 700 $. If installation requires opening the slab, the bill can be several times higher. The assistance reduces the cost; it does not necessarily cover it in full.
For complex work in a recognized zone, let us take an illustrative example: 40,000 $ in eligible expenses × 75 % = 30,000 $ in assistance. The owner pays the rest, plus taxes.
Outside a flood zone, full waterproofing is not covered by the simplified pathway. It often remains a prevention investment to be paid out of pocket, except for the insulation portion, which may fall under the Energy Efficiency component.
Rénoclimat Adaptation: myths and realities
«Everyone can receive 35,000 $.»
False.
- l’attestation de conformité des travaux, remplie et signée par l’entrepreneur;
- les factures détaillées;
- le diagnostic de résilience, s’il y a lieu;

What is the Adaptation component of Rénoclimat?
Homeowner in Longueuil, Montreal or on the South Shore?
